This is a global standard that is defined and monitored by an organization know as the Payment Card Industry Security Standards Council. This council exists to help prevent credit card fraud, an ongoing and serious threat to both merchants and their customers. They enforce strict standards that are rigidly applied to any organization that handles cardholder information.
